According to John Walton there is an ancient Near Eastern cosmology, the “cosmic sea” which belongs to the pre-creation state, and this is a neutral, functionless state of non-organization and lifelessness.

Further, this explains about the reshit as used in the book of Genesis 1. Literally the reshit does not refer to the beginning as the point of time, rather it is a range of a specific span or period of creation. Further it continues explaining Genesis 1: 1-2 where verse 1 is considered a heading and verse 2 as the actual story of creation.
